Multifamily property, Environmental Site Assessment, Freddie Mac requirements

EBI was contracted by a national Fannie Mae and Freddie Mac corporation to perform a Phase I Environmental Site Assessment (ESA) and a Property Condition Assessment (PCA) for their multifamily properties located in Norwalk, CT.

Challenges

The properties were in development and required an updated assessment. Our team of experts reviewed the previous assessments and reports prior to performing a new assessment of the property. These assessments were conducted to be in accordance with Freddie Mac environmental requirements.

Solutions

Our team worked with the client to coordinate the site visits to survey the properties. The areas surveyed were at the discretion of EBI and depended on the observed variability in construction materials, operational activities, property history and condition, and the size of the property. The assessment also included review of reasonably ascertainable and practically reviewable historical, municipal and regulatory information—as defined by ASTM E 1527—and could be obtained within a reasonable timeframe and cost constraints. At EBI’s discretion, interviews with owners, agents, occupants, or other appropriate persons involved with the subject property, and applicable municipal and regulatory personnel were attempted.

Additionally, our team collected radon samplings for the properties and provided results for recommendations. The client also requested operations and maintenance support from our experts.

Outcomes

Our team completed a thorough assessment of the properties, providing Phase I ESAs and PCAs. The findings, conclusions and recommendations included in the report were based on our assessment of the data discovered. Our team continues to work closely with the client to support additional needs.
