EBI was responsible for chemical characterization of all excavated materials and for preparing appropriate documents for the management, transport and disposal of regulated and non-regulated materials. Site activities included the removal of materials contaminated with petroleum and metals, and the characterization and management of 380,000 CY of soil. The project additionally included the removal of 15 underground storage tanks (USTs).


Prior to subsurface excavation, EBI prepared and implemented a site-specific Health and Safety Plan (HASP). The HASP identified the type and location of hazardous materials in soil and groundwater and included personnel training requirements, personal protective equipment, monitoring devices and procedures, site control measures, a decontamination plan, and an emergency contingency plan.

Additionally, EBI developed an Excavated Materials Management and Disposal Plan (EMM&DP), which specified requirements for monitoring, handling, stockpiling and off-site transportation and disposition of soils encountered during demolition and construction activities. To meet the requirements of the National Pollutant Discharge Elimination System remediation permit, EBI also prepared a Storm Water Pollution Prevention Plan (SWPPP).


This project met regulatory compliance of 18 DEP listed sites, including Limited Removal Actions, Immediate Response Actions, Release Abatement Measures, Utility-Related Abatement Measures, Method 1, 2 and 3 Risk Characterization, Response Action Outcome statements, and Activity and Use Limitations. Closure was achieved, allowing construction to move forward.
