Challenges

All ESAs and PCAs were performed in conformance with the American Society for Testing and Materials (ASTM) standards. The objective of an ESA is to identify ASTM-recognized environmental conditions and environmental conditions outside the scope of ASTM. The objective of a PCA is to identify immediate repairs and replacement of capital items at the subject properties. The ESAs and PCAs were required to procure HUD loan and other financing of the properties for our client’s acquisition purposes.

Solutions

EBI’s field staff surveyed approximately 10% of the unit interiors. The actual areas surveyed were at the discretion of EBI and depended on the observed variability in construction materials, operational activities, property history and condition, and the size of the property. The visual survey of the property included areas that were readily observable, easily accessible or made accessible by the property contact.

The assessment also included review of reasonably ascertainable and practically reviewable historical, municipal and regulatory information—as defined by ASTM E 1527—and could be obtained within a reasonable timeframe and cost constraints. At EBI’s discretion, interviews with owners, agents, occupants, or other appropriate persons involved with the subject property, and applicable municipal and regulatory personnel were attempted.

Outcomes

EBI completed a thorough assessment of the property, providing Phase I ESAs and PCAs. The findings, conclusions and recommendations included in the report were based on EBI’s assessment of the data discovered.
